No. The card is gone — the registration is not.
No. The authorisation to carry out itinerant activities, commonly called the pedlar's licence, has been abolished: in Flanders by the 2024 reform, for the rest of the country by the Walloon decree of February 2025. A registration in the Belgian company register covering your itinerant activity is enough. A pitch is still arranged with the municipality or the market organiser.
Note the word registration. The authorisation is gone, the registration is not: if the itinerant activity is not recorded for your business in the register, an inspection will find nothing. In Flanders you show a digital QR code and your ID card; in Brussels an identification board goes on your stall.
Trading across the border means that country's rules apply. A Belgian dealer taking a stall in France does need a card there.

In Belgium your company registration with the right activity code is enough. In the Netherlands you apply to the municipality for a market or pitch permit. In France you need a carte ambulante as soon as you sell outside your own municipality: valid four years, 30 euros, through the CCI or the CMA. In England and Wales the council issues a street trading licence.
Anyone buying to resell is acting professionally and registers as a business. If you stay under the small-business exemption — 25,000 euros of turnover in Belgium — you charge no VAT, but you are still a taxable person. That distinction matters: compulsory e-invoicing applies to you as well.
